A personal licence allows a person to sell alcohol or authorise the sale of alcohol under the authority of a premises license. Anyone can apply for a personal licence from the licensing authority for the area where they live. They need to show they have a licensing qualification for example; BIIAB Level 2 National Certificate for Personal Licence Holders and a criminal record clean of relevant offences. The local authority can only refuse such an application on police advice.

Under the Licensing
Act 2003, a single integrated system has been introduced throughout England and Wales to regulate the sale and supply
of alcohol, the provision of entertainment to the public and the
provision of late night refreshment. Under the Act there is a statutory
requirement that all retail sales of alcohol must be made or authorised
by a Personal Licence holder. In addition all premises licensed for the
sale of alcohol must have a Designated Premises Supervisor appointed
for those premises. This Designated Premises Supervisor must also be a
Personal Licence holder. The BIIAB Level 2 National
Certificate for Personal Licence
Holders has been designed to be delivered in one day and includes a
multiple-choice examination. The examination
"consists of 40 multiple choice questions, five of which are compulsory. To pass the examination, candidates must answer the five compulsory questions in section one correctly, and 24 of the remaining 35 questions in section two correctly.
BIIAB National Certificate for Designated Premises Supervisor
This course has been launched by the BIIAB to support the role of Designated Premises Supervisors, a position that has been created by the implementation of the new licensing laws in November ’05.
The course covers licensing law as defined in the Licensing Act 2003 and also introduces some regulatory issues which are not covered in the Act, but which a designated premises supervisor needs to be aware of.
Candidates should have completed the BIIAB National Certificate for Personal Licence Holders or possess its equivalent knowledge prior to taking this qualification.
The half-hour examination for the NCDPS consists of 30 multiple-choice questions, of which 24 must be answered correctly to pass.
Accompanying the handbook, which is issued to each candidate, is the BIIAB Licensed Premises Operations Review Tool that helps the user to assess existing policies in licensed premises and suggests way in which such policies can support the four licensing objectives. It also produces a report of these policies that can be saved and printed.
BIIAB Level 1 Award in Responsible Alcohol Retailing
The Award in Responsible
Alcohol Retailing is a BIIAB certified one-day (six hours)
course that is aimed at staff who are authorised by a personal licence holder to sell alcohol.
It will enable those who complete the qualification to act within the
law and to support the designated premises supervisor to retail alcohol
responsibly on their licensed premises. This award provides training in
the legal background of the Licensing Act 2003, the importance and
consequences of not serving alcohol to those under-age or those already
drunk, as well as an understanding of best practice in all sectors of
the licensed trade. The qualification is designed for anyone who works
on licensed retail premises who is, or likely to be, involved in the
sale of alcohol.
BIIAB Level 1 Conflict Management
The BIIAB Award in Conflict Management helps staff, whose work involves the provision of services to the public, to avoid and manage conflict
within the work environment.
This award has
been designed in
conjunction with conflict management specialists in the licensed retail
sector. Incidents of workplace violence can range from relatively minor
problems of people causing nuisance in a premises, for example
unacceptable levels of swearing, to serious incidents involving
physical abuse and damage to property. The qualification is nationally
recognised and is designed for: licensed retailers, assistant managers,
relief managers and supervisory/key staff.
The award is designed to be delivered in one day course and includes a short multiple-choice examination. A comprehensive handbook supports the qualification and covers all the information needed for the examination. In order to pass the examination 23 out of 30 questions must be answered correctly.
